[IMP] l10n_mx_edi_vendor_bills: Now it allows to upload a 4.0 CFDI

Luis Ernesto Torres Macías requested to merge vauxoo-dev/xunnel-account:14.0-4.0-luist into 13.0

Before this commit, just CFDI 3.3 could be uploaded as vendor bill, now it is possible to upload 4.0 too.
