WIP: Fix Issue#1 - Refactor as a deployv addon

Now gitlab_tools is an installable deployv addon.

Clone and run python setup.py to install and then run deployvcmd [command] to test.

This adds gitlab tools commands:

1. check_keys
2. test_images
3. upload_image
