[FIX] Fix issue with the missing lang package.

Tulio Ruiz requested to merge github/fork/vauxoo-dev/master-fix_build_1604-truiz into 16.04

For some reason the package locales is not in the ubuntu base image anymore, so we have to add it in order to get the images build.
