[FIX] Use ubuntu 20.04 while we fix the issues with docker and python

Tulio Ruiz requested to merge vauxoo-dev/docker-odoo-image:master-change_odoo16_base-truiz into master

At the moment when we use the Ubuntu 22.04 in the image and in combination with python 3.10 the systems hangs on some specific docker versions, to avoid this we are going to use 20.04 while we decide which is the best action to solve this
