[REF] odoo-shippable: Pin version of pgcli for Python <= 3.5

Python package pgcli >= 3 cannot be installed anymore under python <= 3.5, as it requires the package prompt_toolkit 3 which is not available for those Python versions.

As a bonus, messages printed to the log when installing pip requirements are fixed.
