[REF] odoo-shippable: Force use of lc-collate=C for postgresql clusters

Currently, the LC_COLLATE environment variable is not taken into account. Then I just forced it.

NOTE: This is a temp solution waiting for a definitive one from the ubuntu-base image. After fix it then revert this one, please
