[REF] apt-package-xenial: Add apt "file" to allow installing

It is not installed in "xenial" by default but "trusty" Previously we need to use a newest image for 8.0 since that postgresql repository were deprecated but now it is raising errors because it is not installed explicitly

The following line requires this package:

• https://github.com/odoo/odoo/blob/9e8f70e4849b0eeaca8b5cf51372ecfa23dc561b/addons/document/content_index.py#L167

and l10n_mx_edi v8.0 is using this column to process the XML CFDI
