[ADD] jammy: postgresql-14-postgis-scripts library to install postgis extension on postgresql 14.

The library postgresql-14-postgis-scripts is being required as when installing the postgresql extension postgis it returns an error psycopg2.errors.UndefinedFile: could not open extension control file "/usr/share/postgresql/14/extension/postgis.control": No such file or directory. This library fixes this error.
The postgis extension is required for the OCA modules of geospatial.
