Error building image

I'm getting the following error in hub.docker.com:

I know it was working (I tested it locally) on Saturday. In my local I get the following error:

In the firsts lines you can see the Postgres certificate. Then I even installed wget just to test:

but still get an error:

@moylop260 The locales won't be available until this image can be built in hub.docker
