[FIX] purchase_rfq_xls: Maccabe and some visual improvements.

1.- Properly rendered inline the import wizard. 2.- Redundancy on some labels and checking states. 3.- Now all upload files elements are constraints instead several if into the upload method to simplify the algorithm. 4.- Properly rendered some field helps.
The feature is working exactly as before, no logic was changed.
